That process eating CPU time is the likely cause of your slowdowns. 
Kill it, and be happy.

You might also want to log a bug w/ Redhat about the issue; given that
RedHat 9 is out now, tho, it might be better to upgrade to that - I
doubt RH will care much about bugs in 8.0 (I don't speak for RH tho)
