scripting for window management

I'd like to be able to write a script for a launcher that will check to see if the program is open on any workspace, and if so then focus that window. For instance, if I click on  my Evolution launcher, and I already have evolution open, minimized, or on another workspace, then it would bring that window into focus.

Is this at all possible through scripting?  Or would I have to write a C program?
