Can't create menu items

I have GNOME 2.6 which came with Fedora 1. Whenever I try to add an item to
GNOME's start menu, I get an error message. I was trying to add Octave to
the Accessories submenu. The message read "Error writing file
'applications:/Accessories/Octave.desktop': Unsupported operation".
Is there a correct method of accomplishing what I want?
