Gnome desktop - how to change to ROOT

Hi folks,

Debian (unstable)
Gnome 2.4 desktop

After login in as USER.  How to change as ROOT to change clock setting on 
bottom panel (not on console window, on its desktop) because as USER I am not 
allowed to reset the clock to another city.  I want to run 2 clocks, 2 times 
local and distant city.
