I can see this as well with all windows/dialogues that are spawned
by processes of the root user, but the delay is considerably longer.
Yes, I have the same experience for any application that wants me to
type my sudo password on startup.
The logout in particular is an Ubuntu-made thing in Dapper. Also all
sudo-related stuff.
Sounds like this is worth filing an Ubuntu bug at lauchpad. You can PM me
the bug number and I will
add a comment.
