I didn't use it myself yet, but I believe Sabayon should do what you are
asking for.

Sabayon can do better than just classify users as privileged and
unprivileged. You can have multiple groups with different needs.

Also, IMHO root should never be required to run something like a
full-blown graphical desktop...
