Much of this diversity in applet behaviour stems from a lack of  
guidelines in the HIG about how applets should behave.  We'll try and  
address that next time the HIG is refreshed.

That said, some of your issues probably are in violation of the  
existing guidelines[1], so you could potentially file valid bugs  
against those apps right now.
