Desktop cleanup doesn't work automatically!

Hi,
I am a Gnome user. I love it for its simplicity and features. But
still development goes on to take it to the next level.

I wonder why the Gnome desktop does not clean up automatically. When I
attach any additional storage devices to my
system, the new icons get placed here and there or over another icon.
Why does it happen? Is there any way to resolve it?
I'm ready to contribute in any way possible for me.
