I too ran into this difficulty.

We have the clock on the task bar.
If we now login choosing session 'classic' at the login screen we can 
now right click on the clock and then add the required location.
Now the weather appears there by the clock.

Also, I found that to add short menu short cuts to the task bar, find 
the required item and with the left button drag it up to the task bar.
For me, I require immediately Nautilus, Google Chrome and Thunderbird.

Now a question, how can I then remove the short cut once I have placed 
it in the Task Bar?
