Don't forget about http://bugzilla.gnome.org/
gnome todo is just for some basic stuff, but bugzilla is the place to
add those requests. (marked as enhancements if not bugs, etc)

Anyone can get a bugzilla account and start submitting bugs/enhancements
or fix them ;)
