IIRC it was changed to make it less fiddly to navigate, and because most
GNOME icons are pretty muddy and indistinct at small sizes.  

You can change the size of menu icons in your theme; you'll want a line
like:

        gtk-icon-sizes = "gtk-menu=16,16:panel-menu=16,16"  

at the top of its gtkrc file.
