Is the login actually frozen, or can you dismiss the splash screen by
either clicking on it or launching something from the panel? For me,
it's the latter -- everything is up and running but the splash screen
doesn't go away for some reason.
I've also heard of this happening if the IP for localhost isn't defined.
Make sure that 'ping localhost' in a terminal gives you back pings to
127.0.0.1. If not, add
127.0.0.1 localhost
to /etc/hosts
