I forgot to talk about tools. There is a tool in GNOME called
iconedit that might do the job of actually creating icons.
But for actual tutorials to draw icons using a tool like gimp or
something, I am not sure there is a central site for that.

The Tango project (last time I checked) provides a direction - not much
