In this case it should be plenty sufficient to comment on the bug,
expressing your intention to provide a patch.
Adding some detail like expected dates doesn't hurt. Also, you can add
some implementation specifics and infrequent status updates there.
However, please do keep in mind that bugzilla is not a good place for
discussion or questions. These should better be directed to the
project's mailing list or IRC channel. You can talk to the developers
and other interested parties there.
