If I get you correctly you created an account on the GNOME Wiki.
That is unrelated to having an SSH key in the code repository. 

Hence thank you for pointing out that the documentation was unclear and
confusing! I have now added a link in the first sentence of
https://wiki.gnome.org/Git/Developers#Developer_Access to make things
(hopefully) clearer.
