To answer my own question, I see that it is in DeviceKit-power, where
it is hardcoded into dkp_daemon_suspend() and dkp_daemon_hibernate() in
src/dkp_daemon.c.
Rather than patch the source, I think I might just as well move
pm-suspend and pm-hibernate and substitute my own scripts.
