The problem is that there is no real interface between the spooler and
the application layer. Several of us have started looking at that
issue very seriously.

As for right now. I can tell you how to find out the status on LPR
based machines.  I am not sure how to do it on LPRng, or CUPS based
machines. As for remote samba printers. I have no idea.
