I don't think this is true.  UTF-8 is simply an encoding of Unicode, a 
1-1 mapping.  Anything that can be represented in Unicode will be 
represented faithfully in UTF-8.  If you're having trouble with UTF-8, 
it's a problem with Unicode, and no different representation will help.
