[Gnome-print] "--with-admin" is ON by default now

I've change the "--with-admin" flag to be ON by default
inside gnome-print.

The admin feature needs lots of testing before being ready
for prime time. Depending on how many problems we encounter,
we can turn the admin feature off before the next release if
we decide to do so.

Please mail me if you found any problems. 

I've also bumped the gnome-print version to 0.26. I find the
way gnumeric versions are handled better than what we've been
doing in gnome-print, that is to bump the version after the
release v.s. doing it before the release.

P.S. : i suggest you do a ./autogen && make clean before re-compiling
       gnome-print.
