[Gnome-print] gnome-print-admin

I comited to the CVS the libgpa support for gnome-print

libgpa is a library that takes care of printer features
and printer options settings (Like paper size, duplex, 
resolution, etc).

It is disabled by default, to enable libgpa support
you need to configure gnome-print with "--with-admin".
To change printer settings you need the cvs 
"gnome-print-admin" module. 

The printer drivers are not querying libgpa yet, so 
the printer output is not beeing modified with the
selected options.

I also modified the print to file support.
