Yes. You can mix text and raster graphics (along with high level graphics)
with HP-GL/2.
In HP-GL/2, are the graphics in a high level form, or are they
dithered dots?
It sounds like what gimp-print needs to do to work with that is a raw
driver of some kind that can take an input graphic and output raw
dithered bitplane(s) for each color.
