I believe it works. Note that this function is to set the file to print
FROM. This is used by applications that generate their own Postcript,
for example printing from an XD2 Galeon to a Cups printer.
Perhaps you meant:
gnome_print_job_print_to_file ?
And yes. CUPS does not support (or it didn't when I looked at it last
time) the ability to print to files.
