Integrated decorations

Hey All,
Apologies in advance - this is completely off topic, but I thought  
you'd be a good bunch to ask.
Am I right in thinking that the reason most apps can't have their  
menus or tab bars right at the top integrated into the title bar,  
level with the close/minimize/maximize button etc, is the seperation  
between window manager and decorator?
I'm a big fan of such integration, as seen in the tabs on Chrome, or  
the menubar on iTunes on Windows. I think a largely empty title bar  
followed by another bar with the menu in it and/or perhaps another bar  
with the tabs is a big waste of space (and will be even more so in  
Gnome Shell where the window title is replicated at the top of the  
screen).
If so, I think it would be great to change this in gnome 3. Would that  
be possible? We have a new wm, and a new decorator don't we? Could we  
integrate them so app designers have the option of saying in their  
application "if environment = gnome 3 then integrate menu/tabs/ 
whatever into titlebar". I would like this very much. Especialy if it  
was glassy :P
