In general I agree there's a lot of tweaking we could do here. My "favorite" example is the amount of space we waste in the System Settings window[1], compared to (say) the equivalent window in OS X[2]. Apart from the spatial inefficiency, I find the GNOME 3 version way harder to visually scan as a result.
