I understand now. But I would tend to think that proxy settings are
more related with network interfaces than with users.
I believe that if proxies could be set for a given interface and
location, this scenario would be supported as well.

I guess one scenario might be: one person uses a laptop at work, the
other uses it when they bring it home.
