I don't speak for the control-center maintainers, but I suspect they won't
want to introduce this option since changing the time is very basic
functionality. I would not be very pleased if I needed to change the time and
could not find any way to do so. Hence it makes sense for the panel to be
mandatory.
Remember that systemd is not required: only the timedated D-Bus interface
is required, which should not be too hard to reimplement (as Ubuntu has
apparently done?).
Thanks - I compiled system and kept the hostname, locale, login and timedate functions.
I looks like things will work, but it's going to need a little effort.
