Same answer. That is not an audio codecs bandwidth limitation.

No because that can't be determined before the connection is
established. You could have a 128 kbits/s connection where either
G.711 transmission/reception are possible with no video, or GSM
transmission/reception with video reception.

The case in which you will be depends on the remote person settings.
