This is defined as a "supplementary service", in your case H450.4. If
it's not available in GM then it's probably because it's not implemented
(yet) in OpenH323, so you might want to ask your question on the
OpenH323 mailing-list.
Beware that your remote party also needs to support H.450.4 to
understand that it should stop sending media upon receiving the call
hold request.
