I believe this would be a good idea because there are allot of cams out
there
and this would give new user a good idea of what to buy. Or better said
what NOT 
to buy if they want a good experience when using a video conferencing
tool.
I'm not sure how you plan on going about a rating scheme. One example
would be 
pick 5 areas ---  ease of use , support , stability ,features ,cost .
And do a 1 to 5 
selection on the given areas to get a over all on a certain cam. ( just
my idea )...
