I really don't know why this happens, permissions seem to be ok...

I don't know about the Suse rpms (i don't use Suse), but the packager might be
interested in this problem...
But i know for sure that gm fails to build with openh323-1.9.4 used (i tested
that today, 'make' bombs out); 1.9.3 works fine.
One more thing: are you sure all files from the pwlib/openh323-rpms have been
removed ? A mix of different libs and headers can cause this configure
error...
