You can run gnomemeeting with --debug=3 and see.
But, given the fact that:
- GnomeMeeting indicates that Netmeeting clears the call
- the problem disappear if the the Netmeeting user doesn't transmit
video
- the problem doesn't disappear if you disable video transmission
- you have no problems with other GnomeMeeting users

I would say that the Netmeeting is faulty and for one reason or another
decides that it can't transmit video. The problem is to discover *why*
Netmeeting suddenly decides to stop the connection. I think GnomeMeeting
can't do anything to prevent it if the Netmeeting disconnects.
