I should have select the GSM codecs.
The following is the history of the connection:

Started New Logical Connection
Sending MS-GSM{sw}
Disabled Silence deteciotn for MS-GSM{sw}
Fast Start Disable
H.245 tunnling enabled
Connect with Daniele Sertore using Microsoft@ NetMeeting@ 3.0 
Started New Logical Channel
Receiving MS-GSM{sw}
Started New Logical Channel
Receiving H.261-CIF
Requesting remote to send video quality: 75%
Request ok
