Afaik the IIS is only a server for WWW, FTP and a bunch of other protocols,
but not ILS. The ILS is a LDAP directory which has a special structure to be
"optimized for ..." whatever Microsoft thought they'd optimize. 

So, as far as i'm concerned, i can't find ILS in the IIS package. Maybe
there's some extra plugin to opt-in the LDAP, but that's not in the default
install at least.
