I think you shouldn't use openh323 1.17.0 but latest stable.
The OpenH323 branch of GnomeMeeting is now dead with 1.2.1 and further
releases won't use openh323 1.17.0 but OPAL.

In other words, this is most probably a bug in openh323, and if it works
with the latest stable, I won't take care of it. But you can contact
Craig of course :)
