When I tried to compile gnomemeeting last time , I had the same error ,
because I choose the wrong automake among the three available for my distro ,
but you should have the right one , as you saw even if 1.9X is available , it
does not mean it s the right one , they are different ones .... anyway I won
t see why it does not find the m4 ...... :-(
