[GnomeMeeting-list] modify the TOS by default in Ekiga

I would want to know if it's possible to modify the TOS by default in 
Ekiga. if that is possible, in what part of the code?. I think that this 
is possible in somewhere of the library opal, but I don't know where 
exactly.
