I found that the RPMs for FC4 didn't set the permissions on the plugin 
library correctly.

# ll /usr/lib/pwlib/devices
total 8.0K
drwx------  2 root 4.0K May 19 13:17 sound
drwx------  2 root 4.0K May 19 13:17 videoinput

running as root or fixing the perms yourself (and probably re-running 
ldconfig) should solve your problem.
