The O'Reilly book "XML in a Nutshell" says on page 64:
"Namespace URIs do not necessarily point to an actual document or page."
...although a couple of sentences later:
"However, if you define your own namespace using an http URI, placing
documentation for the specification at the namespace URI would not be a bad
idea."
...then finally:
"You are by no means required to do this, though."
