frequency bug

I just posted a bug against 1.2.6 (latest debian/ppc).
The frequency function is off by one (too few), as if it forgot to (+1)
after subtracting low from high. I attached a tiny spreadsheet.
My apologies if this is fixed in CVS. A quick search of the list did not
show the bug reported.
