regression: import of text/CSV

I'm not sure exactly what the issue is, and I know this is tricky,
but there has apparently been some regression with regard to opening
CSV files in gnumeric.
Here is my recent experience with opening CSV files downloaded from
the US Bureau of Economic Analysis (www.bea.gov). So far as I can
tell these are well-formed CSV files.
1. With gnumeric 1.5.5, if I try to open the file directly from the
bash prompt in a an xterm, as in
gnumeric NIPATable.csv
I get an error box "Unsupported file format".
2. I get the same error if I start gnumeric and do "File/Open", with
the format "autodetected" (as per default).
3. On the other hand, if I start gnumeric and do File/Open; select
the format as "Text import (configurable)"; and just click through
all the defaults for the import, the file opens OK.
4. gnumeric 1.0.13 opens the same file with no problem, directly
from the command prompt or via File/Open.
