Add a cast. :-) 

The reason why it isn't const char ** is that passing a char * to a
const char * is allowed by C, but you can't pass a char ** to a const
char ** without a cast... some people would need casts whether
we made it const gchar **, gchar **, or const gchar * const *,
for that matter.
