Config files on Windows?

I have written an application that uses gnomes .gnome2 and 
.gnome2_private directories for application data.  I am hoping to port 
my application to windows at some point.  Is there an equivilant way of 
doing this across platforms? or is there perhaps an open configuration 
library similar to GNetLib but for Multiple OS's.
