How to define the desktop position to popup the main window

Is there a parameter to define at what place on the desktop the main
window should be
place not with the shell start paramters -geo but inside the gtk
application.

How can I prevent that the user can replace the window on the desktop
with the mouse,
it should always be at the same place.
