how to generate the public key for the cvs code library of subversions.gnu.org on win2K

Hi All:
I register a login on savannah.gnu.org.
I want use it login the subversions.gnu.org.
But I dont't know generate the public key for it.
My computer OS is win2k and my ssh is OpenSSH.
At First i use the ssh-keygen generate the key,and
submit the content of the .ssh\identity.pub to the
gnu.org,but fail.
How could i do?
