Pengo error, how can I correct this?

I am using GTK for MS Windows. Could you please tell me exactly how to correct 
this error? Thanks very much. 

"No builtin or dynamically loaded modules were found. Pango will not work 
correctly. This probably means there was an error in the creation of: 

'C:\Program Files\Microsoft Visual Studio\VC98\etc\pango\pango.modules'"
