I suggest you do not attempt to do this.
This design would create a number of usability and accessibility problems.
For one, it would interfere with the expected keyboard
navigation behavior especially if the spin button is a text entry. How
would you get in and out of the spinbutton with the keyboard?
Pull down menus are cumbersome enough without requiring the user to
remember some new navigational idiom.

Pull down menus are not dialog boxes.
