Gtk shortcut bar

I would like to know how the shortcut bar like in Evolution or like in
GRAMPS is created. I don't think it can be done in Glade. I tried
reading the GRAMPS source code and couldn't figure it out. All I know is
that the widget that contains the icons is GtkVBox, but I don't see
where you can specify the dark gray background for that widget. 

Any tutorials or better examples would be greatly appreciated.
