Try using pixel untis instead of Pango units:

tab_array = pango_tab_array_new_with_positions(2, TRUE, 100, 
PANGO_TAB_LEFT, 200, PANGO_TAB_LEFT);

Or adjust your tab positions to something like 102400 and 204800.
