Cygwin vs gtk on win32

hi,

What are the advantages and disadvantages of cygwin and the native
gtk+stuff on win32 when porting a tool to win32?

Why are there native gtk+ stuff made if you can use cygwin?
Like I (I am new to gtk+ and cygwin) see it It is easier to use
cygwin, there are more libs supported.
For example libgnome does not exist for win32 native but it does for cygwin.
