tooltips on windowless widgets

if I have a windowless widget, the current gtktooltips doesn't support
tooltips on such a window, this would force me to do my own tooltips
in the panel ...

anyway ... would be be so hard to add tooltips for windowless widgets

the way I looked at it, it wouldn't be too hard ... though there might
be issues on reparenting, basically one would "fake" the events ...

a different solution would be to allow a program to show/hide the
tooltips itself, this might be good for other stuff such as if you have a
widget inside which you need several different tooltips ...

I would like to keep using gtktooltips so that the rc settings/L&F and
such work on the panel as they do elsewhere
